What Is NSER?

The National Socio-Economic Registry (NSER) is a nationwide household database maintained under the Benazir Income Support Programme (BISP) framework. It records a household’s income level, assets, family size, and living conditions, and assigns each household a Poverty Means Test (PMT) score based on that data.

Government welfare and housing schemes — including Apna Ghar Mehfooz Ghar — use this registry to confirm that assistance goes to genuinely low-income households, rather than relying on self-reported income alone.

Why AGMG Specifically Requires NSER

Apna Ghar Mehfooz Ghar offers interest-free assistance — up to Rs 500,000 for roof repair and up to Rs 1,000,000 for building an additional floor. Because this is public money aimed at low-income families with unsafe homes, the Punjab Housing Authority cross-checks every applicant’s household record against NSER before approving an application.

In practice, this means three things for your AGMG application:

1. Your CNIC must be linked to an NSER household record. If it isn’t, the AGMG system generally cannot verify your income status.
2. Your PMT score must meet the scheme’s threshold — for AGMG, as with the parent ACAG scheme, this is 60 or below.
3. Applications submitted without a matching NSER record are commonly delayed or rejected, even if every other document is correct.

How to Check Your NSER Status for AGMG

Do this before starting your AGMG registration — it takes a few minutes and tells you immediately whether you need to fix anything first.

Use the CNIC of the household head — the same one you’ll use for AGMG registration.

Not Registered in NSER Yet? Here’s What to Do

Visit your nearest NSER registration desk. These are typically set up at Tehsil offices, BISP offices, or dedicated survey centres — your local Union Council office can confirm the nearest location.
Bring your CNIC and household details. The survey team will record your family’s income sources, assets, and living conditions to calculate your PMT score on the spot or shortly after.
Allow processing time before you register for AGMG. Since your NSER record needs to exist before the AGMG system can verify it, apply for NSER first, then move on to the AGMG registration steps once your record is confirmed.
⚠️ Important: NSER registration is completely free. Never pay any individual or “agent” claiming they can register you faster — report such requests to your local BISP office.

How NSER Connects to Your PMT Score

Once your household is registered in NSER, the data collected — income, assets, employment, household size — feeds into the Poverty Means Test (PMT) formula. This produces a single score that welfare and housing schemes use as a cutoff.
